Not granting sleeper ticket during day

I am a engineering student..i was denied a sleeper ticket at SALEM JUNCTION..during day

the train (WEST COAST EXPRESS) usually has jam packed general compartments..

while the sleeper compartments usually go empty..yet tickets aren't issued..

the TT's are also very hostile... plaese restore giving day time sleeper tickets..

its really affecting the students and other working class people..
