Non receipt of motorcycle booked by rail

I booked a motorcycle from patiala to pune on 24 mar which was loaded onto a train to ambala cantt on the same day. now 18 days hence, the motorcycle is still at ambala cantt. i was told by cps patiala to pay extra money for the train guard and cps ambala to ensure that the bike reaches pune in time which i refused to pay. i am currently at kirkee and face a tight daily schedule which makes it very difficult to go to pune rly station everyday.
