Delay in Issuing Passport

I have been busy with traveling to the passport office reaching there before officials standing in queue waiting patiently not even allowed to get inside the roof, getting wet, waiting for around 3hours, that's the they work in two days with nothing more than promises that the passport will be delivered within days, months passed nothing happened what am I supposed to do?2 months passed by and a good amount of money gone in the process. Please do a needful help for me.
