No clear rules and rude staff behavior at Kolkata Airport

I was supposed to take the Indigo flight from Calcutta to Delhi and then the connecting flight to New York, USA . As this was international travel I have a baggage allowance of more than 20 kgs, this was mentioned to me by the Indigo call centre and told there would be no excess baggage if the flight is within 24hrz and is a connecting international flight. However in the Kolkata airport I was harrased for excess baggage, the ground staff was unsupportive and extremely rude. The airport manager of Indigo did not know the rules and did not want to follow logic (by the name of Mr Deepak - Indigo employee). The ground staff handling the passager before boarding of the flight is extremely rude, insenstive and speak in an extremely colloquiel way. I was impressed with the performace of Indigo recently and had thought of recommending the same to my company colleagues, however this experience has left me upset.
