Improper information furnished

This is with regard to Patiala Railway Station. We had to get our tatkal tickets booked. We went to Reservation Center a day before to know the procedure. They gave us the Requisition Form and told us to bring an ID Proof next day at the time of booking. In the chilly morning, we went with the form completely filled and two ID proofs- Voter Card and PAN Card. The person at the reservation center then asked us for a photostat of ID Proof and refused to give us the ticket for not having the photostat. We asked him to consider our ID but he told us that any impostor could do that. We were really harassed. I am myself a law student and i know that without complete procedure, no one stands any chance. But its the duty of the railway staff to furnish complete information. No form mentioned the requirement of a xerox copy and since tatkal booking is just a day before actual journey, how can the verification process be completed in 24 hours. I am not questioning the process of law but how can a common person fathom on its own the way law woks. If the staff fails to inform us about every document needed, I ask you who is to be blamed??

Please enlighten if i am wrong at any point.
