Refund not approve with proper reasan

i have booked e ticket from irctc bhopal to jammu with the folloeing details:-

but one of Passenger is confirmed and apart of wait- listed after chat prepare no solution for ticket cancellation only one wey file the TDR so i file the TDR 05-may with the following details

TDR Filing Date : 05-May

After 3 month back i have recived the mail of

Refund Status: Refund Not Approved

Refund Date : 07-Aug

Refund Amount: Rs.0.00

Remarks : 318-NR/30 As per extant rules your claim for refund is regretted. Failed to collect TTE certificate in support of the claim. The case is repudiated.

As per mail the TTE report is not in favour of the clain but I have filed the TDR even before the departure of the train. In such care how come this is possible that the TTe has allowed to travel anyone.

But still the fact is I am struggling for my refund.can you please help me in refunding my money.please take action against my copmplaint.
