Efund of my ticket which was in waiting status

Sir my ticket was in waiting list and it is an E-TICKET so it is showing that the ticket cannot be cancelled as the chart has been prepared..so i need the refund as it is in waiting..the transaction id is 0163549084 and the PNR NO. is 2200209639... please check it as soon as possible and refund it in my account..the DATE of the ticket is 06/12...
