Not receiving of i ticket within 3 days

As per IRCTC rule i ticket will be delivered within 3days, but after 7 days they have not delivered it.when i asked below reply got it from irctc.

This sis very serious matter as equal to delay of train by 4 days.

Dear Customer,

Please note that ticket, bearing PNR no. 6346543098 has already been dispatched against Consignment ID 0410634545. Kindly contact M/s Overnite courier 033-22870819/22901039/22878012 giving the above mentioned Consignment ID.
