The tatkal tickets which are charged 30% higher as per GOI norms are scammed at 60% higher than the actual ticket cost...
For Example, if a ticket costs Rs 1000, as per tatkal charges, the ticket costs Rs. 1300, but, the agents and rail authorities sell the tickets in black at around 1600 - 1800 Rs. depending upon the person's urgency to get one...
And the tickets are all sold out by 8:01... that is in even less than 1 minute of time...
Dunno if govt can actually take an action against this.. This was however, never the case before 2 years...
