Refund of W/L Tatkal Ticket

Hi,

I booked online the AC 2A tickets in Tatkal for Pune Bilaspur Train. Till the chart confirmation, my number went up by 2. But unfortunatly it didnt turn as confirm tickets. This was on 13th May. I am still wating for my refund, which was arprox Rs. 5500.00. Also I am trying IRCTC customer care center since morning. There is no responce. Either it rings or it shows Number is busy.

Please do let me know what should I do for it.
