Non receipt of e-ticket

I had booked e-ticket through IRCTC for journey from Ratlam to Surat vide transaction no0467696456, PNR no 2332916929 and date of journey 11.03.2012 but till date i.e.after the journey date I have not received e-ticket. Due to date I could not perform journey.stern action should be taken against courier to whom delivery contract is given.
