Violation of rules regarding initial delivery of cylinde

Though, it is not mandatory for a customer to purchase a LPG stove while making a new connection . but, the M/S JHALAK INDANE, RANCHI (KATHPOOL, PATHAR ROAD, DORANDA, PIN-834002, Tel. 065122534444) is categoricaly saying that no connection will be made without the mandatory purchase of a LPG stove from their shop. they are saying it, but not giving anything in writing.

please let me know the reality.
