Non receipt of smart card / blue book

On 10.3.12, the chevrolet beat was delivered by Dulichand Motors, EM BYPASS to me, Ronita Ghosh.

But the problem is that, till now i have not received the smart card /blue book for my car chevrolet beat, (WB 24R 4480).

Many times i called up the dealer, Dulichand Motors, but they didnot respond to my problem.
