Speed post returned back without delivery

A speedpost from Mumbai to Vinita Agarwala, 13 Rai Bahadur Ram Charan Das Road Allahabad was returned back on the plea that address provided is incorrect.

This is my residential address provided by the Nagar Mahapalika.

Now who is to be held resposnbile for returning the mail, that too from the Head Post Office of Allahabad without confirming the location.

For your information, the address provided is that in the income tax return by me. If the address is incorrect, it means I am misleading and furnishing wrong information to the IT Department.

Please lookinto the matter and inform me accordingly.
