Lowest milage - problem unsolved

I have owned a Ritz Diesel 2011 model. The fuel efficency of this car is less than 15km/lt. I have complained to maruti auto, and service centre too.

Service team tested, and the result was 15.8km/lt (without A/C). They argued that this will improve within a month. But now after 5 month I again tested and the result was the same.

Note: The company claims the milage as 22km/lt.
