Less weight and bad behaviour of deliveryman omprakasg

I am consumer of bharat gas (anand gas service) located at badarpur. I booked gas with the mentioned agency. At first delivery on 15/01 at 1300 hrs., weight of cylinder with LPG gas was 26 kg instead of 29.2 kg (15 kg for empty cylinder and 14.2 kg for gas), i refused to accept it. Second time on the same evening, weight was 27.2 kg, i refused this time also. third time its weight was 28.7 kg, not accurate this time also, this time i unwillingly accept it.

Also deliveryman omprakash did not had its own weighting machine for gas cylinder and his behaviour was very rude.
