Refund not given even after 4 months

I placed an order for tie and got some weird shoes delivered on Jan 20th..

order number 220697 after that for last 4 months i have been trying to get the refund money back but to no avail.. till last week the phone number for customer service was working and was told yet again to wait till tuesday for the check but today the number is not active and i havent recd the money yet.. No one has bothered to call me back

Please help
