Not returning the watch

I had given my watch for repairs on the 9th of july to change the strap,

I was asked to give a deposit but the quotation seeming high i didnot send and had to travel out of mumbai, after coming back i asked for my watch back the shop owner has asked me payup for the strap orelse he will not release my watch. This is pure cheating hope the customer forum can help me..
