Not refunding money despite of order cancellation

The company accepted an amount of Rs 23350.00 as advance payment alongwith a payment of VAT for an amount of Rs 935.00 on 15th of June.

When asking for delivery repeatedly says the stuff is missing. When asked to refund money with the VAT amount n out pocket expenses alongwith an interest rate of 24 percent for the period they enjoyed the fund refuses payment. Please help.
