Low speed even in 3g coverage area

I purchased i BSNL Huwei DATA Card (Prepaid) having speed of 3.6 mbps

but i am getting only speed of upto 600 kbps in the 3G coverage area like

Saltlake, maniktalla, Esplanade & Central calcutta.

Please help me out.
