Not Issueing Double Cylinde

I am Tanmaya Kumar Das using Bharat gas since 7 years. now i am required for double cylinder. when i have tried to apply, i have been told that now the issue of double cylinder is stopped.

In a family its quite difficult to survive in single Cylinder.
