Non- supply of refill cylinder of Indane gas

I have booked a refill cylinder on 2nd June with agency responsible to supply gas (Presently located in Chhend area of Rourkela). Though more than 7 days have passed the supply of gas could not be done. My consumer ref no. is 01227. I am trying to contact over phone but they are not lifting the phone for whole day (Though it is ringing) or sometime it is giving continuous engaged sound.
