On itzpay site we can not pay mseb prompt discount bills

Dear sir

i have franchisee of m/s itz cash card limited.i have pay mseb bills on itz pay site which payment gate way site is bills desk .com or indan ideas .com.on first week bill mseb gives 10% discount to customer.on this payment gateway discount not comes. many times i complain itz customer care and bill desk customer care and mseb .but reply is mseb empolyee says please call your customer care .bill desk customer care said this is fault of mseb please make complian there.

i kindly request you please solve my issue.
