Delay of completion of building

Hi,

I would like to make a complaint on the name of Venkatesh Swapana sankul sr. No. 17/1A, Tushar Park, Dhanori, Pune 015 builder name Mr. Jagtap has delayed of completing the building in the in the given time frame it has been 06 months from the given time frame still there is no drinking water and proper services provided to the coustomers. Kindly advice what will be the action taken on him.
