Egarding tc of 11th

Sir,

i am digvijay vishwakarma, a student of class 11th of above mentioned school. i had passed my 11th class . i want to change the school for greater eduction in another school bcoz this school has not single good faculty teach the higher education and the they r spoiling so much student's career. The principal and the director of the school is same person. He is not giving my tc and telling me to pay the one year's more fee then he will provide me my tc.

So please sir give me any solution by which i can get rid from this problem and can get my tc...
