NON DELVERY OF CERTIFICATES

I have completed my degree from IHM-GOA in Hotel Management Catering Technology and Applied Nutririon affliated to IGNOU.I completed my course in 2009.All my marks are updated on the IGNOU website but my provisional certificates have not been isuued. There is no response from the concerned Department neither on the given telephone no nor the e-mail id. I need the certificates for futher studies
