Non Refund of fees paid through credit card

DEAR SIR,

I have been trying to get my fees transferred from STREAM IV to STREAM 1 .Ihave already written to the chairman NIOS via letter dated 29/08/09.I have submitted a letter to the chairman on 13-10-09 (recieving no:282 D). I had deposited money via credit card

(an amount of rs 1350). Please help me by getting my payment transferred to the correct sttream.
