Marklist provisional certificate

Sujatha s.v.i have sent registred letter to the controller of examination for my marklist and provisional certificate. but they inform me that

they have sent the certificate by registred post on 6/4 by rl.no.2035. but the postal department inform me that they have not received such a letter.

i informed the above information to the university they simply inform that apply for duplicate certificate. how can i do that with out my mistake.this is very urgent sir

i am not able to continue my future studdy
