NOT ABLE TO USE

I have purchased a Black berry mobile phone from Vodafone. While purchasing the hand set Vodafone sales people had told me that the GSM set can be used with Sim card of any service provider. But when i changed the Sim card and used BSNL Sim card I am not able to use, as the same is locked. I have taken up the matter with Vodafone Black berry team, no positive steps have been taken which resulted in my three months old Blackberry hand set has become useless for me.
