Not working of gprs facility on mobile

I have obtaind gprs facility on my mobile phone no 9411100703 & paying charges rs.99 regularly.but my mobile phone is displaying (subscribe pocket data) for last 8_9 months.i complained to bsnl authorities many times but no results.neither they corrected monthly bill nor they activated the facility.i am unable to use the facility even after paying the charges. svsaxena
