Cooler Body made of steel

Dear Sir

I bought a water cooler body only from M/S Kapoor Steel Company Baluganj Agra Pincode 282001 Phone Nos 93592 22292 & 94125 91245 for Rs 3000 [Rupees three thousand] inlcusive of VAT on 4th April. The body given is sub standard and leaking too. He is not addressing my complaint nor replacing the body. When I asked him for a bill so that I can go to consumer court he asked for VAT @ 13% more. My grievance is that he is not giving the bill & neither redressing my complaint for leakage & sub standard steel used. Kindly look into the matter & oblige.
