Illegally charged three times for service activated on my phone

Dear sir,

I purchased a mobile in which I started using Airtel sim card. After some time I activated the chat service on my phone.By the rules the customers have to pay 24 rupees per month but I have got charged in a month three times then I asked from customer care service but they did'nt response me. They told me that your charge will come back but still I haven't got my balance I have complained many times.

Now a days I am suffering from a problem of message sending. There is an error message when I attempt to send any message I have complained for it too but still there is not any response to my complain. Please tell me what should I do?
