Incompetency of service by ebay

I bought a Apple Iphone through ebay on 24th of July. I did not received the iten within the time limit prescribed by ebay and consequently i was given two options to select from: "1) I have received the product, 2) I have not received the product and would like the refund".

Since i did not received the item, i selected the second option. Two days later the item was delivered at the shipping address. When i was informed that the item has reached, i cancelled the refund. I personally received the item the next day. The phone was not at all as it was represented on ebay. There were several discrepancies including two cracks in the phone.

When i told ebay about the said problem and asked them to open a refund request, they said that since i cancelled the refund once, they cannot reopen the case. After a while of convincing, they said that they will escalate the case to superior authorities but they failed to do so. It has been almost 10 days and i have not received a single call from ebay regarding the case and i have called ebay several times but they are not helping me in the said matter.
