Service is very bad

I was vodofone prepaid connection for the past e years, so I thought of change to postpaid connection went to the vodofone shop and applied for the postpaid connection and paid Rs. 550/- cash immediately. Till today 28.07.09 the vodofone people did not activate for the postpaid connection.. today morning went to the shop and told Mr. Vikram to deactivate the postpaid connect and give the connection... but he told that after 45 days only they will return the cash... why the service is very bad... while taking cash from custmer they are taking immediately and they won't accept the cheque also, but from their side they want to give after 45 days... why?
