Custom charges against a television set

It is been experienced that Custom officers at mumbai airport ask for bribe for a television set costing less than 25 thousand INR, where as it is clearly mentioned that any appliances costing less then 25K doesnt needs a custom duty.

please provide me more details so that my friends can stand up against such bribe.
