REPLACEMENT OF DRAINAGE PIPE

I purchased a washing machine of LG Model No. N7131FN, on 14.10.2008. Due to damage of drainage outlet pipe we contract to the dealer, as per his advice we contract LG customer care through phone on 04.02.12 and want to purchase the drainage pipe. It was inform that the drainage pipe will be reach at my address within 24 hours. Today some person came to me with a pipe and charge Rs. 225/- for the pipe, but refused to pay the receipt/cash memo for that. We contract service centre and it was told that cash memo will be issued only when we pay the cost of pipe as well as service charges. We do not require any service only for replacement of the drainage pipe. Please let me know whether the company will not supply any parts without payment of service charge of any parts will not be available to purchase directly from any of your selling centre?
