Improper repai

I had given my handset recently in an nokia care for repair for

1.ringer disturbance

2.outgoing call voice problem

they did not solved any of the problem and created a new problem sim itself is not working

they r saying that they are not resposible for that

please tell me how should i complain there irresponsibility.
