Mobile not working properly

I have purchased Nokia mobile phone on date 16/12 from Bill details for Rs. 4600 but it is not working properly so i went to the Nokia Customer for repairing, they said it wet defects so we cant repair it

if you want to repair it then you will have to pay Rs. 850/- Minimum amount then can be repaired

but it is steel in warranty period, so I would be grateful if you consider complaint and do needful for that
