Nokia care person not giving response

I had purchased Nokia 2300 classic on 2/10 from Nokia Priority dealer. On 21/2, I switched off the phone. But When I restarted the phone It is not restarted. i went to Nokia care Hisar near govt college maidan, but they said it has to be repaired from local mechanic. I was having all bills etc. even then I my phone was not repaired.
