Selling price is higher than maximum retail price

I have bought nokia x3_02 on 19/04 from public communictaoin, shop no 2, k.k.plaza, dibiyapur district auraiya in 8799 rupees, but actual price at that time of handset was 7500. i have resquted to seller to give back my excess money, but he is not returning it back.
