Philips cfl bulb not working

I purchased two Philips CFL bulbs/white lights from Indian Naval Canteen, Visakhapatnam @ Rs. 184/- each on 28 Jan 11. But the bulbs are not working and may be fused. Now I would like to replace the same. Please advise as to how it was replaced and to whom I will produce the product for replace.
