Sim blocked

Hi sir/madam,

my airtel sim gets blocked, even puk no too.. when i asked for customer care, they told me that i hav to get new sim card (with same no) frm airtel office.. but the sim no was in my friend's name. my question is can i change it to my name? and are they charge anything for that new sim?
