Not responding for the problem of not working new cylinde

Hi,

I am karthikeyan from bangalore. I am facing some problem with gas cylinder which i got yesterday from neelam gas agency at marathahalli. I contacted over phone for the booking and evening they delivered. Today only we started using the gas and the flame is not coming properly and some sound is coming out when we put it in sim. So i got scared and called up the agency, they told just use it for 15 mins, as the new cylinder used to work this only... I surprised with his answer and I tried for more than 30 mins too... but no use... again called him and asked for the assistance for solving the issue... he responded in very worst manner... he just told, you should have verified when the gas delivered... i will try to send the person after 1 pm... thats is also i am not sure about that... I told even we did not have our breakfast... but he disconnected the call...

1. I want to know that is there any truth on that, new cylinder will take more than 15 mins to work properly...

2. If gas agency is not responding properly, where we can raise our compliant... because the way they responding is really frustrating...

So it seems that, there is no value and respect for the customer...:(
