Charging more than MRP

Dear Sir/Madam,

I have observed that at all Bus Station and Railway stations throughout INDIA, the prices of packed food (chips, biscuits, cold drinks) is more than the MRP mentioned. And if we ask them then we just get one reply as they have been charged heavily to have a shop at that place so they have increased the prices of all items.

My question is, Is this justified? And what action can be taken against them? And why no actions have been taken so far?
