Installation charges

I have been using the reliance broad band internet connection for the past eight months, i went out door in april and i cant able to pay the bill in time so i ask the customer care to stop my connection till august while i come back i will pay the bill and use the internet connection, i came back in august and paid the bill, then i call back the customer care to activate my connection but i was shock to hear that my connection was suspended and i have to buy a new connection, and i have to pay the installation charges again, why they need installation charges, whats the meaning of installataion, means (they are providing phone, wiring and modem so they need installations charges) but i have all the material needed to access their connection but still they need money? what i have to do? any suggestion
