Wrong broadbend billing

I m bsnl broadband user, having 500 rs. plan, for march my broadband uses are 3383 mb, so i should be charged for additional (3383-2560=) 823 mb. But bsnl charged me about 3000 rs. for extra uses. THE PROBLEM IS -- "when i see at bsnl account office computer, it shows my broadbend uses 7000 mb instead of 3383 mb." So it is their mistake or server problem. when i gave application, it was rejected and they told me to pay all the bill. i havent paid bill yet, they told me that if i will give application again, it will be also rejected, beacuse according to them the data shown on their computer is considered for billing, though it is totally wrong.
