BSNL modem Problem

I have complaint that MY BSNL Broadband modem getting restarting every few seconds and unable to use connection. I complained to customer care thet closed the complained without rectifying and then again i complaint ther came to my place and said will check the line from out and come in 5 mins but its 5 hrs has gone noboday came and when again i call to customer care they people saying if you give complaint also nobody is there to look .. is this the reply i got from customer care...
