FILE A COMPLAINT

BSNL GPRS
NO DOWNLOAD

I am using one Orissa-77 sim card of BSNL through which i am using the GPRS service (Rs.99/ month plan). but everytime whenever i try to to download anything from rapidshare links, it shows that an error has occured since your IP adress is already downloading a file... no download is possible through it . please kindly suggest me what to do.
