BSNL WLL internet connection
Fast internet speed has a speed of 8-30 kbs speed

I have a 'fast' intenet connection (claimed by BSNL) via BSNL WLL set. The speed shown on is 230 kbps, but the actual speed comes to 8-30 kbps, Many a times the online payment sights such as ICICI Bank, IRCTC are closed due to idle speed. In my area BSNL telephone lines are not there, so I cannot opt for broadband connetion. I made complaints. BSNL gave a new inscrument, but the speed remains the same. What is the remidy for this?
