Fooling Customers

I had made purchase with ebay on 19/04. I had used promotional code on my purchase, the store holder was supposed to ship my product latest by 26/04 but instead of product I got mail that they are not able to ship the product and my refund process initiated on 26/04. Then I got mail on 03/05 that money will be refunded within 3 working days. Today after 10 days out of which 8 are working days I have not received refund. the ebay customer care is not supportive at all. I think they are just looting people by giving some promotions and taking money from people and then the strategy they use is not to respond customer as they know that customer can't do anything more than wasting money on calling them. Ebay is not trustable so be ready for mental harassment before you buy something.
